Nope, not a convention. It is just a party.

It doesn't have: A guest of honor, 2 and Kage, an art show, an  
auction, etc.

The $10 does not go to the event, but to the artists who are selling  
their wares.

Not sure how you equate giving prizes to deserving artists (or for  
that matter to those who register early (something His Majesty has  
been doing since Elliott's Summer Celebration '07), with an auction.

You may choose to see it any way you wish, it does not make it so.  
King Elliott wants to ensure his guests have a good time and so  
provides those things which they have requested (the artists who have  
been attending since Elliott's Spring Gathering '07 have been asking  
for a larger space, and it should be noted, have been selling items at  
these parties since then). By your definition any furry party  
(including Wild Wolf's Halloween party which offers most of the same  
items and as I recall asked for donations to help defray the cost) is  
a con.
